Introduction 58 BCP101 [RFC4071][RFC4371] appoints the IETF chair, the IAB chair, and 59 the ISOC President/CEO, collectively refered to as I*-chairs, as ex 60 officio voting members to the IAOC and the IETF Trust. Access to 61 IAOC meetings and notes by these ex-officio members is important 62 because first hand information about the trade-offs made in the IAOC 63 will inform the I-Chairs activities, besides the I-Chairs can provide 64 an integrated perspective about their bodies work to the IAOC. 66 On the other hand, a lot of the IAOC work is 'business as usual' and 67 presence of I-Chairs is not always required if it were not for the 68 reasonable due dilligence requirements that come with being a voting 69 member. 71 Therefore, introduction of flexibility in the appointment model 72 allows the burden on these leadership position to be reduced which 73 makes those leadership positions more attractive for potential 74 candidates. 76 This memo describes the changes in the membership of the IAOC to 77 achieve this while maintaining the ability for the I*-chairs to 78 provide their (broad) persective to the IAOC activities. The 79 I*-chairs lose their voting rights, but maintain the possibility to 80 influence decisions through direct participation in all IAOC and 81 Trust activities. 83 This document updates BCP101 ([RFC4071] and [RFC4371]). 85 2. IAOC and Trust Membership modification 87 2.1. Summary of Changes 89 The IETF chair, the IAB chair, and the ISOC President/CEO will per 90 default be non-voting ex-officio members of the the IAOC. They are 91 not members of the Trust. They are explicity invited to all of the 92 IAOC and Trust activities, including executive sessions, and have the 93 right to advice, solicited or not. 95 The ISOC board of Trustees, the IAB, and the IAOC will appoint two 96 voting members instead of one. The appointment term remains 2 years, 97 the appointment cycle changes to a year. 99 The I*-members are eligible for appointment by their respective 100 bodies in which case they serve at the same terms as the appointed 101 members. 103 2.2. IAOC membership 105 With these changes implemented the IAOC consists of eight voting 106 members who shall be selected as follows: 107 o Two members appointed by the IETF Nominations Committee (NomCom); 108 o Two member appointed by the IESG; 109 o Two member appointed by the IAB; and 110 o Two member appointed by the ISOC Board of Trustees; 111 Non-voting, ex-officio members of the IAOC are 112 o The IETF Chair; 113 o The IAB Chair; 114 o The ISOC President/CEO; and 115 o The IETF Administrative Director 117 2.3. IAOC membership 119 With these changes implemented the IETF Trust Consists of: 120 o The IAOC appointees; and 121 o The IETF Administrative director 122 The IETF Chair, the IAB Chair, and ISOC President/CEO are permanent 123 advisors to the Trust. 125 3.
